The Macarthur Park section of the Virtual Los Angeles model was funded by Mayor Riordan's Office of Economic Development in conjunction with the office of Councilmember Mike Hernandez. The model was commissioned in 1996 for design analysis of a market complex near the Macarthur Park MTA subway station.

The model included the streets immediately adjacent to Macarthur Park and the park itself.
